Superpower balancing is rather simple:
More powerful thing = more energy expenditure = less uses.
Less powerful thing = less energy expenditure = more uses.
Full energy expenditure = extremely tired/black out[?]

Certain abilities should be run through designated people to check if they are OP/require nerfing/need modifications.

While Occam's Razor is a great thing in theory, it's not quite what I want. I want it to have an actual system for it. I want to avoid mary suing.

I was thinking of using a point system actually. Give the players a set amount of points and then let them pick and choose.

That's also a good idea. And along the RP's progression, characters could gain points as well due to them having A. honed their skills and/or B. having grown stronger?

D6 Adventures has a system similar to what I"m thinking. And yeah, that'd work. We'd have to figure out a leveling system however.

And this is why I need to remind myself of certain things.

Telepathy should be very low cost, but it can't be used until it's learned.

Telekinesis should be a medium to high cost ability, as it involves moving objects. It scales as the object(s) get bigger. For example, a cup of coffee won't even be a problem, but moving an entire 2 ton car is going to take serious effort.

I'm thinking that they'll already know at least the basics of each 'super power' that they pick, and the character will evolve from there.

Well, the leveling thing is only a thing that I'd do if everybody else is in the mood for a more dnd type experience. The points I want to use in order to prevent people from creating overpowered characters. That would make it easier on me when it comes to writing out the story.

That's what I was thinking.
I was thinking most people would start off with basic/near basic powers, and gradually built them up.

Well who else is interested in this? I mean if push comes to shove, I can just go with the basic putting the points into it and leave the leveling for a more in-depth experience.

For the points, I'd go with a 25-50-100 point count thing, with each power costing x points out of max points.

Yeah that was the idea. Do it by a scale of 5. The more powerful, the more it'll cost. We'll need more powers though.

Bone manipulation: Ability to manipulate the bones in one's own body. This includes, but is not limited to, the generation of new bone mass, projecting bones out from the skin or rearranging one's own bones.

Duplication (physical):Ability to create physical duplicates of oneself

Firebreathing: You know what this is.

Invisibility

Kinetic absorption: Ability to absorb forms of kinetic energy into oneself and utilize it in some way, such as by converting it into physical strength or using it to power energy blasts

Superhuman endurance: Ability to have a higher resistance to one or more forms of damage before being injured as well as the ability to exert ones self in an activity indefinitely without becoming tired and/or survive for long periods of time without consumption or water

Superhuman agility: Ability to react faster than a normal human and to possess greater flexibility and with higher/farther jumping capacity

Superhuman strength

Your Mind Powers:

Telepathy

Telekinesis 

Then I came up with

Technopathy: Ability to manipulate technology. Manifested as a special form of electrical/telekinetic manipulation, a special form of morphing which allows physical interaction with machines, or even a psychic ability that allows for mental interface with computer data.

Mind control

Possession: Ability to take control and inhabit the body of an individual

Psionic blast: Ability to overload another's mind causing pain, memory loss, lack of consciousness, vegetative state  or death after having created a psionic link into that individual's mind.

Physics or reality manipulation type things

Animation: Ability to bring inanimate objects to life or to free an individual from petrification

Darkness or shadow manipulation: Ability to create or manipulate darkness, often by mentally accessing a dimension of dark energy and manipulating it.

Intangibility or phasing: Ability to quantum tunnel through solid matter without harm.

Light manipulation

Magnetism manipulation E.G Magneto

Teleporting

Energy blasts: Ability to expel various forms of energy from the body (Like DBZ)

Summoning: Ability to summon beings or objects for assistance. This may range from invoking simple implements to mighty monstrosities.
